Primary Function:
The Director of Quality and Compliance is responsible for ensuring the organization adheres to all local; state and federal guidelines as related to hospice and palliative care services.
The Director of Quality and Compliance works collaboratively with Hospice Care of the Lowcountry's team to promote service excellence through quality assessment and performance improvement.
II.
Qualifications:
a.
Current license to practice as Registered Nurse in the state of South Carolina b.
Experience in hospice and/or home health c.
BSN and Certified in Hospice and Palliative Care preferred d.
Leadership, Supervisory and Management experience required e.
Commitment to hospice philosophy, compassionate end of life care f.
Interpersonal skills to motivate and engage staff to be active in quality improvement activities g.
Analytical, problem-solving skills h.
Direct and concise communicator i.
Well versed in analytics and excellent presentation skills III.
Physical Demands:
Work requires the physical demands of frequent sitting, written and verbal communication; occasional bending/squatting, reaching above shoulder level, crouching/kneeling, opening and closing file drawers, lifting/carrying and fine manipulation when working with computer and telephone.
Essential sensory requirements are visual acuity, touch and hearing.

V.
Job Specific Duties:
a.
Oversight of the compliance program to include:
i.
Monitoring of current; new; and revised laws and regulations for all areas of operations.
ii.
Monitoring conflicts of interest for all staff and volunteers, including board members.
iii.
Leads Compliance Committee(QAPI) and includes members of the BOD and Senior Leadership presenting data in areas related to hospice and palliative care quality measures.
iv.
Works collaboratively with leadership to identify areas in need of improvement to develop plan of correction.
b.
Risk Assessment:
i.
Develops and maintains risk assessment log and takes appropriate action to mitigate negative impact for organization.
ii.
Oversees emergency preparedness plan and conducts bi-annual reviews; annual testing of emergency plan and annual staff training.
c.
HIPAA--serves as agency security and privacy officer i.
Works in conjunction with IT on HIPAA related concerns such as device maintenance, communications, education, and patient privacy.
ii.
Reviews requests for patient records and provides requested information within guidelines and policies.
d.
Internal Monitoring i.
Develops and implements a 12-month compliance plan for auditing and monitoring for compliance.
1.
Completes reviews and reports findings to appropriate organization leader.
ii.
Develops and implements incident report process including education.
e.
Identifies needs for changes in processes and assists leadership team with performance improvement plans for both efficiency and quality improvement.
f.
Ensures patient care delivery meets all state and federal requirements through observation and medical record review, reporting findings to Executive Director/CEO and Director of Patient Care.
g.
Works collaboratively with Director of Patient Care to assure adherence to CMS and third-party standards of practice.
h.
Serves as leader with all state and federal surveys to assure compliance with regulatory requirements.
i.
Participates in strategic planning and program development.
j.
Plans and executes staff education based on quality and compliance findings including CAHPS results.
k.
Coordinates annual competency training in collaboration with Director of Patient Care.
l.
Lead role in establishing and maintaining updated policies and procedures related to patient care, including annual review.
m.
Attends staff meetings with RNs, LPNs, and CNAs and other team members when necessary to communicate changes in quality and compliance policies and opens discussion for opportunities for improved services.
n.
Follows through with patient and family concerns in collaboration with Director of Patient Care to ensure high quality care and customer service is rendered.
o.
Assumes responsibility for organization administration in absence of Executive Director/CEO.
p.
Participates in AOC coverage as assigned.
q.
Completes other duties as assigned.
